It works, provided you manage to get visibility with people that hunt your kind of role. I've referenced people that got jobs through my contacts at least three times - Java jobs, though :P
The "social" bit really sucks, though. Spam haven.
It works. I have received a number of contacts thru LinkedIn. Connecting to peoples is not enough. You have to have some visible activity so that your name become well known. I my opinion, the sign is that you receive requests from other to be part of their network. LinkedIn has a large number of groups. It is useful to have serious activity there, helping other of sharing YOUR technical knowledge. All that takes time.

I'm on it, and I have connections on it, but truly, the value is questionable, at best.
