It's up to you what to do next. It looks like you intend to ignore what we are telling you and continue in the belief that your interpretation of the documentation is correct, and that the compiler developers failed to implement the feature that you are hoping for.
That approach will lead to nothing being done. It won't even result in the documentation being fixed, or the compiler bug that I pointed out being addressed.
Make the feature request. You'll need to write a specification of what your new namespaces functionality looks like, how it works, and so on. Then submit it to Quality Portal.
