I did projects with IVR years ago but in the recent years there hasn't been a huge market. I would recommend to first look at the hardware, see if they provide any sort of API as well having to pay for it.
The problem with the Sip Components is that they have not been revised for XE8 but in consideration they do have a XE2 32 / 64 bit source code. A little too expensive for out of date software and there is no guarantee it will function with XE8.
Just do your homework on the equipment first to see the type of support you will get.
