The CnPack source contains comments in Chinese, but so far as I know most files are not UTF8, so they come out as local codepage. But, they caused some trouble for me in my own code because of a difference in how I loaded from file vs how the IDE loaded from file -> produced the text when I extracted it from the IDE (the two gave different results) so using that could be a good testcase.
I believe Delphi comes in US, FR, DE and Japanse versions, does not the VCL source, see: C:\borland\delphi-xe7\source\DUnit\src\ja have japanse comments?
