I guess the users tend to be even less upgradable than the hardware, yeah. I've known blue haireds who simply threw up their hands at any error message not presented in their native tongue.
All my customers are within the NHS, who are still running a huge number of XP desktops, so XP compatible deployment is a must for me. I have an XP box here for testing only.
