I have never used this shortcut so I tried it just now on my XE4 but it produced the "System.AccessViolationException: Attempted to read or write protected memory. This is often an indication that other memory is corrupt." error, so I still couldn't figure out what's it for.
I have that error all the time. Also in lower IDE versions. I can reproduce easily in my codebase but not in a small sample. It's for a Win32-Target. I already had a bug report, but it was closed as "Cannot Reproduce": https://quality.embarcadero.com/browse/RSP-11963
I just had Ctrl+Shift+A produce an out of memory message - but the memory consumption of the IDE was less than 1 Gb. Did not cause any further errors, though.
This works most of the time for me. Sometimes I get the error you're getting.
