Any one has a idea why rename isn't always available in the project manager

Any one has a idea why rename isn't always available in the project manager

Did try , synchronize with editor, save , save-all , commit to repo , unit opened , unit closed etc..

Sometimes I have to close the project and re-open it, sometimes I have to restart the entire IDE.
