The "T" on top of the middle bar is too long, compared to the others, so they complain. In real life, different opinions often get rejected by majority.
Nicholas Ring​ The graph is a common way to display uncertainty in measurements. Usually the T would be accompanied with another one flipped upside down, and they're called error bars. They show the standard deviation or the standard error, depending on what the bar itself shows. If two bars show wildly different values but their error bars overlap just a bit, then then it possible the true values are almost the same and so you cannot with confidence conclude that they are different.
