For godssake stop using directlinks! For the Free Starter: Just go to Registered User Downloads and use the WebInstaller (With Update 2), if you installed it with the Webinstaller or the ISO with integrated U2 if you installed per iso previously.
EDIT: I'D recommend to switch to the webinstaller whenever you can (which will require a manual uninstall first if you installed per ISO previously)
I tried that but it failed too with same error. I think Embarcadero making mistake here. It is just to complicated to install and update the product. Ideally an update would be just a dialog "Update is available". Link to what's new. And answer yes or no. It should use existing data for installation. Smooth and easy. This is the opposite

Ilya S id doesn't matter if they are the same. But the Portal (my registered user downloads) allows emba to upload fixed things under a new link. Hardlinking everything will get you in technical trouble at some point. And at the same time, not everyone has the same links available (depending on licenses).
Alexander Benikowski this is too general, I agree that sometimes downloads are fixed and put to new locations but actually this is pretty rare. AFAIK all installers are served from same links. Is that Subscription edition link different to the installer w/o Subscription? Anyway I've put direct link just for fast usage.
I found that once I installed Starter Edition you couldn't install any other edition such as a trial of the full product, even if you uninstalled Starter first. I imagine that bug is also the cause of your problem.
Funny thing, that Portal is... I don't even have any download links in it for my registered Delphi Starter 10.1 while it is correctly listed on the Registered Products page. I wonder if anybody really manages that Portal database ... or GlaDOS has already assumed the control ;-)

I can download and install Starter edition for free.
But I cannot update it.
After the uninstall the message says
"An Update Subscription for Embarcadero Delphi 10.1 Berlin is required which has expired prior to this release".
Damn! It worked for my Promo license C++&Delphi Starter upgrade without uninstall. In Marco's blog post http://blog.marcocantu.com/blog/2016-november-radstudio-berlin-update2.html are some reports that uninstall is actually needed first.
