Yes it's a Delphi question. Did you read the documentation? What kind of application are you writing? If FMX what operating system? What device? Does the device has a location sensor? Which kind? Does it comes with an API? Or is it a external device? How do you plug in that device? Does it work with bluetooth? Which "blueetooth"? Is there any SDK? Are there any drivers?
Oh wait: maybe you just want to send a request to a google webservice which takes an address and gives you the coordinates where you are right now. Maybe if I'm luck I guessed right
