If you look at the current Sencha Ext JS purchase options, a minimum of 5 licenses need to be purchased. And, there are other products and editions to choose from. So, the hope will be that it will be extra.
I think the integration with RAD Studio will be like UniGUI. You will not have the right to use ExtJS outside this integration. Maybe they will replace Intraweb with their own solution in Enterprise edition. But this will take some time. If you want something stable now there is UniGUI
