These figures really don't indicate much to be honest. I live in New Zealand and i have noticed over the course of time Delphi jobs has pretty much dried up and people are moving to different platform. It might be different in Europe i am not sure. Delphi is a great tool but the way it is priced makes it way too difficult for startup or even fresh uni grad to go with Delphi. Yes Lazarus is free but honestly it is no way closer to current Delphi. Unless Embarcadero adopt model like Microsoft where they offer community edition free when i mean free include pretty much everything not water down version they give as starter there is no way they can attract young talent to object pascal.
