UWP XAML Islands brings Microsoft's Fluent and XAML controls and features to Win32 apps. Previously they were only available in UWP apps. VCL is based on Win32, so it didn't have full access to the XAML controls.
Not sure yet. It is certainly a step in that direction. It potentially give full access to XAML & UWP to Win32, and Acrylic is XAML/UWP. I suspect you would need to create the whole form with XAML to get Acrylic, so you would only be putting XAML controls on it, but you could do it with Delphi. I don't have all the details yet. A lot more research to do.
